Vidhata (CHARAN RAJ) is a very big industrialist. While going to Foreign to attend Criminal Conference handling over all the responsibilities to his brother and requests him to instal a statue of his foot symbolizing his suppressing the people who are against to his Goonda Raj.

Suresh (Hero - Balkrishna) steals money from Vidhata and his Partner's house. He utilises the money thus stolen to construct a hospital for the benefit of the poor. He also gives a job to one Rekha (Heroine - Vijay Shanthi) has lost her job because of him.

A.S.P. Rajini, Rekha's sister arrives in the town to chase and catch the thief. She also succeeds in arresting Suresh while he was running way after throwing a bundle of Jewels in a house.

Vidhata kills the sculpture, who refuses to prepare his statue and incriminates Suresh in the Murder. Rajini arrests both Suresh and Villian Chamcha, but Vidhata gets a release of his chamcha.

Vidhata's atrocities who wronged her and her family. Suresh's one of the men of Gunda Gang, in retaliation Vidhatha kills the flower girl and send the body in presentation to Suresh. He also plan to kill lady police office Rajini.
